Monitoring Women Peace & Security 2, Provincial Women’s Networks
Cordaid and Equality for Peace and Democracy (EPD) are co-implementing the programme Monitoring Women, Peace and Security in Afghanistan 2 (MWPS2) in the period 2020-24.
PROJECT BACKGROUND
Cordaid and Equality for Peace and Democracy (EPD) are
co-implementing the programme Monitoring Women, Peace and Security in
Afghanistan 2 (MWPS2) in the period 2020-24. MWPS2 is intended to ensure that
women’s mobilization and advocacy at local, provincial and national levels
contributes to creating a safer, more just and more peaceful Afghanistan for
all. The programme will achieve this impact by conducting research and analysis
on relevant policy issues; by stimulating responsiveness and accountability from
duty-bearers and power-holders; and by promoting the inclusion of women’s
voices in Afghan peace processes at all levels. It will do so mainly by
supporting the expansion of an existing network of Provincial Women’s Networks
(PWNs) which take collective action to prevent violence against women, foster
women’s participation in decision-making, and ensure women’s voices are heard
in peace processes at all levels.
As MWPS2 will extend PWNs to all the provinces of Afghanistan in a phased
manner, a detailed feasibility study is required for 10 provinces where PWNs
currently do not operate. Based on the findings of the feasibility study, 5 new
PWNs will be established during the first year of the programme in those
contexts where the conditions are most appropriate. The assessment will provide
an overview and analysis of the situation of the targeted provinces. In order
to deliver the feasibility study, we are seeking a consultant or consultants
(hereafter “Contractor”).
SCOPE OF WORK
The Contractor will conduct a study to understand the need
and demand for, and feasibility of, establishment of a new PWN in each of 10
provinces, with information including the security situation, cultural norms,
and other relevant factors, to be determined in conjunction with Cordaid and
EPD.
