 Strategic Overview

Dynamic Vision Inc. is providing independent Third-Party Monitoring (TPM) services to UNOPS for the Infrastructure for Basic Human Needs (IBN) Programme in Herat Province, Afghanistan. Financed by the German Development Bank (KfW) on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), the programme supports the recovery of communities affected by the October 2023 Herat earthquakes through the reconstruction of essential infrastructure and restoration of basic public services.

The assignment provides independent verification, implementation oversight, safeguards monitoring, and performance assurance across a portfolio of infrastructure interventions. Operating as an independent monitoring partner, Dynamic Vision supports UNOPS and KfW by strengthening transparency, accountability, and evidence-based decision-making throughout programme implementation.

The October 2023 earthquakes caused extensive destruction across Herat Province, affecting more than 275,000 people and damaging housing, water systems, irrigation infrastructure, public facilities, markets, and community assets.

The Infrastructure for Basic Human Needs (IBN) Programme was established to restore essential infrastructure, improve community resilience, and support long-term recovery across approximately 50 earthquake-affected villages.

Given the scale of the programme and the operational complexity of implementation, UNOPS engaged Dynamic Vision to provide independent monitoring and verification services throughout project delivery, ensuring that implementation progress, technical quality, environmental and social performance, and contractual compliance are independently assessed and reported.

Findings are analysed against contractual obligations, technical specifications, environmental and social commitments, and implementation schedules before being communicated through structured reporting to UNOPS.

The assignment integrates the DV Delivery System™ and Assured Delivery™ methodology, enabling early identification of implementation risks, verification of completed works, and continuous performance assurance throughout programme execution.
